I’d like to know if they can be used interchangeably, in particular in the sentence: “We use the Past Simple if the time is specified / specific”.

“Specified” derives from the verb “specify” and means “precisely defined, set and indicated”, while “specific” is an adjective itself and means “concrete, particular, definite”.
Examples: You should follow the instructions specified in the prescription. We use the past Simple with a specified time frame.
The doctor gave me specific prescriptions on how to cure my sore throat.
